Not as thrilling as The Traveler or as dark as The Dark River, but this final book of Twelve Hawks' trilogy makes clear the message that he's sending about modern society, the dangers of choosing stability and security over freedom, and just how far we are on the road to total surveillance and complete loss of privacy.
